Description | This joint PHER/SD project is intended to extend and generalize the HQMF standard to include support for specifying requirements for public health reporting using structured documents in addition to its original support for eMeasure specification. This standard will provide the ability to express case definition, metadata, report content of interest, actions to take upon meeting the case selection criteria, destination of the report, reporting time/method criteria, and report format criteria. We will leverage approaches defined by the HQMF, but this will be enhanced to support the case reporting expression needs of public health. Content will be informed by current year work (2010-2011) Integrating the Healthcare Enterprise (IHE) Quality, Research and Public Health (QRPH) profiling in this area with the goal of a 2012 or 2013 IHE QRPH profile available for initial testing. This will be used by different public health domains (programs) in developing the implementation guides. HQMF is a structured document that describes measure metadata data, data criteria, and measure logic for inclusion/exclusion in measure population, numerator, and denominator computations. The same principals and approaches will be applied in this standard to the expression of public health reporting requirements. This is an extension to the scope of the Health Quality Measures Format(HQMF) standard. The HQMF standard will be extended to include specifications for reporting timing requirements, reporting formats (e.g. CDA documents, forms, messages), and designated report recipients. Public Health Reporting Requirements/case definitions can be tied to specific CDA reports that may be developed. This standard is expected to be used by public health authorities to express the reporting requirements of the jurisdiction in a structured, human readable and machine-interpretable format. We believe that the scope is universal in nature. If in the process we find that we cannot satisfy the requirements in the universal realm, we will move forward with a US Appendix. |

Project Need | Public health requires both routine and selected reporting by healthcare providers of clinical data that may be available in the EHR. The reporting requirements vary by program, by jurisdiction, and by condition. There are currently no standards available to specify the case selection criteria in a structured way that could inform the EHR vendor, Laboratory Information Management Systems (LIMS), Health Information Exchange (HIE), or interface what data are required for reporting, and specific instructions for the report content, destination(s), format, and timeliness. While standards to express these criteria are available in the research domain (CDISC Protocol Representation (PR)) and to some degree in support of quality measures through HL7 HQMF, these standards are not directly extensible to the needs of public health reporting. |
