Description | a. Enhancing the current joint ISO/HL7 EHR-S FM Release 1.1 into Release 2.0 incorporating input from functional profiles, CCHIT certification criteria, EHR Interoperability Model DSTU and EHR Life Cycle Model DSTU, additional content recommended and developed as a result of the R1.1 joint ISO/HL7 ballot comments. b. To support EHR-S FM R2's users' needs to quickly produce Functional Profiles that are conformant to base EHR-S FM Conformance Clause, tooling may be developed that includes an XML version of the EHR-S FM R2. c. What will not be covered in this project: Redevelopment of existing profiles (subsets) derived from the EHR-S FM in various care settings (e.g., long term care, child health, emergency services). The developers of existing profiles will be encouraged to update the profile based on the new R2 development. |

Project Need | Many ISO member national bodies/HL7 realms have already begun using the HL7 EHR-S FM Release 1.0 and as well as Release 1.1 Functional profiles have been developed based on these releases; additional profiles are currently in development. Additionally the Certification Commission for Healthcare Information Technology (CCHIT) and the National Institute for Standards and Technology (NIST) have used conformance criteria as a model for their certification criteria. Other ISO national member bodies/HL7 realms have used the EHR-S FM to help develop functional requirements in areas of care (e.g., diabetes care in the Netherlands), certification (Ireland, Canada), and setting national HIT standards (Brazil, Germany, Japan, Canada), and more. These ISO member national bodies/HL7 realms want to increase the functionality of the FM, which requires the enhancement of the model as Release 2.0. The work group will complete a line by line analysis of the functional profiles against the functional model and incorporate the enhancements applicable to R1.1 into Release 2. Supporting material to the Functional Model will also be updated based on input received from implementations. |

Misc Notes | April 2014: Receive ANSI approval for HL7 EHR-System Functional Model, Release 2 (revision of ANSI/HL7 EHR, R1-2007); archiving project Sept 2012: Targeting May, 2013 for Joint ISO/HL7 Reballot As of 2012-09-01: Is currently in ISO DIS voting which closes 2012-09-27. Comments reconcilation to occur at HL&, at ISO mtg and at a special session afterwards if needed. 2/21/2011: DESD Approval contingent upon EHR FM R1.1 completing normative ballot reconciliation. Pat Van Dyke is still working on this. PMO has not filled in SD Approval Date. This project was discussed at the May 14 WGM TSC meeting in Orlando. Feb 2011: Changed from a 3YP item to an Active project as EHR submitted the PSS for the project. Aug 2010 P. VanDyke: Will get the Project Scope Statement done this week. Will be under the ISO/HL7 Pilot Agreement (no JIC component) Gary Dickinson: we are bringing forward the HL7 EHR System Functional Model Release 2 as an update to the previously approved and published ISO/HL7 10781. This will also be under the ISO/HL7 Pilot Agreement (again without the "JIC" component) Oct 2009 P. VanDyke: Normative Ballot: November 2009 (maybe) End Date December 2010. |
