POSITION OVERVIEW Reporting to HL7’s Chief Standards Development Officer, the Contract Support Specialist is a funded, full-time (or near-full-time), non-volunteer position in HL7 International. This individual provides effective, timely, and compliant analysis and administration of grants, contracts, and cooperative agreements.
RESPONSIBILITIES: 1. Assist HL7 staff in assessing funding opportunities and submitting applications for sponsored work (e.g. grants, contracts, cooperative agreements) to government (e.g. federal, state) and non-profit (foundations, educational institutions, research organizations) entities. 2. Under the direction of HL7 leadership, negotiate with sponsoring agencies and writes technical contact language covering such issues as intellectual property rights, cost-sharing, fiscal and procedural constraints and other similar matters. 3. Consult with HL7 Principal Investigators (Project Directors) during proposal development to interpret agency policies and procedures, forms, budget and cost sharing requirements, deadlines, as well as to ensure that Principal Investigators are aware of applicable policies and procedures. 4. Analyze and review proposal budgets for format and cost accounting consistency. 5. Determine compliance with applicable regulations, clearances, and certifications for both applications and awards. 6. Assist in obtaining approvals necessary for sponsored grants, contracts, subcontracts and other agreements in accordance with sponsor and HL7 procedures;. 7. Serve as liaison between HL7 and granting agencies. 8. Negotiate with sponsors, contractors, or vendors to provide for modification or removal of inappropriate or unacceptable terms and conditions, fiscal reporting requirements and payment schedules. 9. Follow (and improve where necessary) HL7’s policies for contracted work a. Where needed, secure HL7 Executive Committee approval of agreements and contracts associated with the project/opportunity b. Prepare Request for Information (RFI), Request for Proposal (RFP), and other notices, coordinate review processes, participate in the review and selection of contract awards 10. Review all contracts on which HL7 is a signatory 11. Monitor and review active projects; perform follow ups and reports, as needed to HL7 leadership and government entities 12. Develop legal agreement(s) for all projects associated with the project/opportunity 13. Retain master copies of all contracts 14. Monitor and manage project progress against deliverables 15. Develop Contractor Master Agreements, Scope of Work statements, Amendments, and other contracts for subcontractors to HL7 16. Develop and establish statements of understanding with members of various HL7 FHIR Accelerators 17. In collaboration with HL7 financial staff, prepare and distribute project/financial reporting and W9 forms for contracts as required by l
? At least 2 years of experience supporting similar business activities, especially US federal government grants and contracts ? Advanced qualifications such as Certified Federal Contract Manager (CFCM) a plus ? Experience reviewing contracts and awareness of key contractual terms ? Experience utilizing sponsor systems including Grants.gov ? Experience with healthcare industry preferred, but not required ? Knowledge of and ability to interpret Federal Acquisition Regulation (FAR) and related guidance about use and management of federal funds, such as o OMB Circular A-122 Cost Principles for Non-Profit Organizations o OMB Circular A-133 Audits of States, Local Governments, and Non-Profit Organizations o OMB Circular A-133 Compliance Supplement ? Job Title: Deputy HL7 FHIR Product Director
Operational - Facilitate balloting, issue resolution, application of changes to the specification, and publication of FHIR releases - Help develop and inform agendas of relevant governance groups within HL7 (FHIR-Infrastructure, FHIR Management Group, for example) - Facilitate the development and tracking of FHIR community-related metrics for presentations, reports, and other summaries - Coordinate updates and support to HL7 terminology services for the FHIR community - May assume project management responsibilities (depending on the projects)
Technical - Work closely with the FHIR Product Director to identify, track, and help resolve issues in the FHIR build, validation, and publishing infrastructure - Assist and coordinate maintenance and enhancement of FHIR development infrastructure and related software, including the IG Publisher, FHIR Validator, online validator.fhir.org service, terminology services, registry.fhir.org, and other related software - Using available tools and data sources, monitor and help ensure quality of FHIR resources, profiles, and examples throughout specification lifecycle
Strategic & Business - Engage and manage volunteers, consultants, and contractors, as needed - Support the development of community governance, policies, and guidelines - Work with the FHIR Product Director to develop and update the product development roadmap - Support the FHIR Product Director in ensuring that organizational and sponsorship leaders are updated on the status and direction of product development - Review trademark usage requests - Deliver training materials appropriate to different stakeholder audiences - Assume Product Director duties when the FHIR Product Director is unavailable - Represent the FHIR Product Director in community meetings as directed
Content Development - Providing training, system-level and user documentation for FHIR development infrastructure and related software - Develop and curate documentation and other media to support onboarding and pathways for advancement within the HL7 FHIR community - Contribute to HL7 social media presence and community communication (e.g. chat.fhir.org) - Contribute to planning FHIR-related content for programs, events, and other activities
Engagement & People - Recruit, mentor, and develop community contributors, members, and leaders - Help promote and enforce HL7 values throughout the community - Promote productive behavior among community members

They are technically savvy, have experience working within the FHIR community, are respected by their peers, understand and have worked to support the operational needs of standards development. They have great "servant leadership" skills and are adept at working with a global perspective.
Bachelor's degree required, advanced degree a plus 3+ years prior experience working within a professional technical environment Experience as a program or project manager in health information technology, standards development, software development would be preferred.
