HL7 EHRS-FM Release 2: Personal Health Record System Functional Model, Release 2 (PHR-S FM)
DESCRIPTION
The PHR-S FM standard will address the functional needs of Personal Health Record system developers and users. PHR information is expected to be sent, received, or exchanged from multiple systems, including: EHR systems, insurer systems, payer systems, health information exchanges, public health systems, Internet-based health education sites, clinical trials systems, and/or collaborative care systems.
The Personal Health Record System Functional Model, Release 2 standard specifies features and functions necessary to create and effectively manage PHRs and that help an individual maintain a longitudinal view of his or her health history. Personal Health Record information is expected to be sent, received, or exchanged from multiple systems, including: Electronic Health Record systems, insurer systems, payer systems, health information exchanges, public health systems, Internet-based health education sites, clinical trials systems, and/or collaborative care systems.

DEVELOPMENT BACKGROUND
The Personal Health Record System Functional Model (PHR-S FM) standard is personal health –focused; it was developed in harmony with the clinically-focused HL7 EHR System Functional Model (EHR-S FM) standard. When the EHR-S FM’s layout was enhanced from Release 1 format to Release 2 format, the HL7 Personal Health Record Work Group determined to update and harmonize the PHR-S FM from Release 1 format to Release 2 format
The PHR-S FM was approved as a Draft Standard for Trial Use (DSTU) in July 2008. Further input from industry experts, especially the international community, resulted in approval of the PHR-S FM as a joint ISO Technical Committee 215 (Health Informatics) - HL7 Work-Item. Two rounds of joint balloting followed; updates and improvements resulted in PHR-S FM, Release 1; ISO 16527. Release 2 will be offered to ISO TC215.
