Section 1h: Cross-paradigm/Domain Analysis Models

HL7 Domain Analysis Model: Birth Defects Reporting, Release 1

DESCRIPTION

The Birth Defects Reporting Domain Analysis Model (BDR DAM) is a description of foundational requirements for the design and development of health information exchange standards in Health Level Seven (HL7) related to birth defects reporting information flows. It facilitates consistency in the content and encoding of required birth defects data and helps to ensure that HL7 standards developed for the Birth Defects Reporting domain are derived from a common set of workflow and information requirements.

ALTERNATIVE NAMES

HL7 Domain Analysis Model: Birth Defects Reporting, Release 1 may also go by the following names or acronyms:

"HL7 DAM: Birth Defects, R1", Birth defects reporting DAM, Birth Defect Reporting

BENEFITS

  • Creates core data elements, regardless of use in data exchange as long as they support workflow in birth defects reporting domain
  • Creates a framework to guide future standards development for birth defects reporting
  • Supports standardized methods that allow efficient and accurate transmission of birth defects information while reducing the burden on EHR system-specific or registry-specific implementations

IMPLEMENTATIONS/CASE STUDIES

  • The DAM has been used to align the terminology bindings used in creating CDA IG for birth defect reporting and future FHIR IG as well

DEVELOPMENT BACKGROUND

Birth defects reporting from healthcare providers (e.g., hospital and ambulatory facilities) for public health surveillance is mandated at the state, territory, and province level. To date, 41 states have birth defect tracking programs. However, legislation and reporting requirements vary amongst different jurisdictions.

In order to reduce implementation burden for providers, vendors and programs, there has been a need for the consolidation of requirements across different jurisdictions for birth defects reporting domain. The BDR DAM intends to represent core data elements, regardless of use in data exchange as long as they support workflow in birth defects reporting domain.
