Section 4: Rules and References

HL7 Version 3 Standard: Infrastructure Management - R1

DESCRIPTION

The Infrastructure Management section of the HL7 Version 3 Normative Edition focuses on the development and management of specifications that support the routing of messages to their specified destination(s). Infrastructure Management’s current domains are: Master File/Registry; Message Control Acts; Queries; and Transmissions.

These domains provide support with specifications for: The composite HL7 Version 3 message;  Protocols for reliable message delivery; Generic "Communication Roles" that support the modes of HL7 messaging and; Message control events that describe a framework for generic HL7 messaging.

ALTERNATIVE NAMES

HL7 Version 3 Standard: Infrastructure Management - R1 may also go by the following names or acronyms:

"V3 Message Control Act, Query, and Transmission Infrastructure, R1", "V3 Message Control Act Infrastructure, R2", "V3 Message Control Query Infrastructure, R2", "V3 Transmission Infrastructure, R2", Reaffirmation of Master File - Registry Infrastructure R1, MCQI, MCAI, MFRI

TARGETS

  • Healthcare Institutions (hospitals, long term care, home care, mental health)
  • Local and State Departments of Health
  • Healthcare IT Vendors
  • National Health Information Exchange Infrastructures

BENEFITS

  • Acknowledges whether or not a message was reliably delivered for subsequent processing or to a specific application
  • Acknowledges the receipt of a message that is semantically correct for its position in a sequence of interactions to fulfill an overall stated act (e.g., a complex lab order)
  • Accommodates the ability to optionally respond with an informational receipt to the originating application for use cases consistent with HL7 messaging
  • Provides security services that are consistent with the capabilities of current communications technologies

IMPLEMENTATIONS/CASE STUDIES

DEVELOPMENT BACKGROUND

The HL7 Standard applies to the electronic exchange of data in healthcare environments. Within the context of healthcare messaging, the standard is primarily concerned with the data content of exchanges between healthcare applications, the sequence or interrelationships in the flow of messages and the communication of significant application level exceptions or error conditions.

The primary purpose of the HL7 messaging standard is to support the exchange of common information content between healthcare applications. As a protocol at Level Seven of the ISO Open Systems Interconnection (OSI) model, HL7 relies upon well-defined protocols at the lower layers for additional mechanisms in layers one through six that ensure correct and complete packaging and delivery of message content.
