HL7 Version 3 Standard: Patient Administration; Patient Registry, Release 1
DESCRIPTION
The Patient topic defines messages exchanged with Patient Registries. The Patient information model is not limited to persons; any type of living subject can be registered as a patient. The model includes full information about the living subject playing the role of patient. The model also includes relationships between the patient and healthcare providers who have primary care and/or preferred care responsibility for the patient.
The Patient Administration domain defines person and patient demographics and visit information about patients. Generally, information is entered into a Patient or Person Registry or into a Patient Administration system and passed to other systems (e.g., other registries, clinical, ancillary and financial systems).

DEVELOPMENT BACKGROUND
The Patient Administration work group began work on the V3 Patient Encounter messaging standard nearly ten years ago, eventually combining the former nine encounter-related topics into a single Patient Encounter topic, reducing the complexity of the standard by eliminating constraints that are not appropriate for the universal standard and implementing changes requested by implementers and approved by the work group.
