Description | The initial scope of this project is to develop the policies and procedures for the establishment and ongoing operation of an HL7 Terminology Authority to administer terminology content in Snomed-CT. Define the responsibilities and relationships of the HL7 Terminology Authority to working groups, facilitators and other HL7 infrastructure and other external terminology related organisations. The authority will be concerned with the definition, implementation, and management of processes for terminology management. These processes may be informed by input from the existing Vocabulary workgroup. Priority items for the Authority include - Define processes and policies for maintaining relationships with terminology providers - Secure access to IHTSDO assets (i.e., SCT) for HL7 members seeking to define concepts that may become SCT core concepts - Define processes for the vetting and proposal of concepts for inclusion in the SCT core - Identify tools for use in HL7 vocabulary management |

Project Need | HL7 has a Vocabulary workgroup that can weigh in on all of the questions identified for the terminology authority, but that workgroup has no executive authority to set policy or establish agreements with other bodies. To conform with the anticipated requirements for submission to IHTSDO from other Standards development Organizations, an HL7 Terminology Authority be established to manage SNOMED CT both content submissions and terminology extensions to SNOMED CT. Access to SCT content for HL7 members for the purpose of defining new concepts for use in HL7 (which may eventually be added to an SCT extension). In the development of international terminology artifacts, individuals who come from IHTSDO non-member countries develop universal realm content for HL7 (e.g. HL7 Germany members assist in the creation of SNOMED CT derived value sets in universal realm models to meet their needs). These members currently do not have access to the full terminology to work on behalf of HL7 to create those value sets. A procedural guideline for providing full access to the terminology for the purpose of creating universal realm terminology artifacts is needed. A common submission processes that manage requests for terminology to address the need for augmentation of SNOMED CT to meet specific HL7 needs in the universal realm The need for a group responsible for selection, evaluation and overall management of terminology related tooling to support HL7 needs. A group responsible for setting informed overall strategies for terminology development and maintenance within HL7 (implemented by the HL7 Vocabulary Working Group). A need for the creation and regular review of agreements with terminology providers to ensure “free” and open use of terminologies within HL7 artifacts and published ballot Potential processes to identify the group: - Appointment of members by the HL7 board - An email to vocab list to call for volunteers with a demonstrated stake in the adoption of the IHTSDO workbench and SNOMED CT - Solicitation from the International council for country representatives - A notification/solicitation of interested individuals to apply for membership (must be HL7 members) |

Dependancies | With the establishment of an agreement with IHTSDO, there are currently no dependencies upon other existing projects. However, the completion of this project will result in a number of other vocabulary projects becoming dependent upon the terminology authority. |
