Description | The purpose of this project is to create a standard to unambiguously represent quality measure specifications, including data elements, logic and definitions. Quality measure developers will encode their measures in this format so that they can be consumed by vendors and provider organizations, who will then be able to use the formal definitions to query their EHR data stores. Data gathered in this manner would pre-populate a QRDA. Any missing data elements would be supplied manually and then be communicated from the provider via the QRDA specification. Update 05.15.2012: The DSTU will be updated to address new requirements identified through testing/implementation. Update 12.03.2013: The DSTU will be updated to refactor the Health Quality Measures Format (HQMF) R2 specification and XML schema to produce: - A modular framework for clinical quality measures which cleanly separates metadata, expression logic and data model - Modules that encompass the existing metadata, expression logic and data model capabilities The scope is primarily limited to modularization of existing capabilities. No additional functionality beyond changes to support use of alternate modules will be considered, other than minor revisions needed to support Meaningful Use Stage 3 quality measures. Update 5.11.2016 The Normative standard will address existing resolved DSTU comments and allow for the standard to be more broadly adopted. The deliverables of this project are universal realm. |

Project Need | Quality measure developers need a method to encode their measures in a format that can be consumed by vendors and provider organizations, who then use the formal definitions to query their EHR data stores. Update 12.03.2013: There is a desire from the Clinical Quality Improvement (CQI) community to have a single family of standards that support both Clinical Quality Measures (CQM) and Clinical Decision Support (CDS). Work is already underway to harmonize standards across the two domains by: - Defining the functional requirements for a unified expression language - Defining a domain analysis model for the data required by CQM and CDS - Defining a common set of metadata for CQM and CDS This project will prepare HQMF for use with future harmonized standards by modularizing the specification and XML schema and defining how alternate expression languages, data models, and metadata can be used within the HQMF framework. Update 5.12.2016 The normative update will incorporate all learnings from the DSTU versions of the standard. |
